Regenerative Impact Model

The Regenerative Impact Model guides PBCDC’s approach to community revitalization. Rooted in justice, equity, and sustainability, this model frames how the organization approaches economic and social development, not as isolated interventions, but as part of a continuous and reinforcing cycle of impact.

1. Restorative

At the Portland Black Community Development Consortium (PBCDC), we strive to economically empower the Black community in Portland, Oregon. We provide resources, training, and support to foster economic growth and sustainability within the community.

“Repair first.” Restoration acknowledges historical harm and builds the foundation for renewal.

2. Regenerative

Regeneration goes beyond repair; it focuses on creating new, life-giving systems. Whether it’s launching Black-owned businesses, reclaiming land, or investing in leadership development, this stage builds toward a stronger future with community ownership at the center.

“Create systems that give back more than they take.”

3. Circular

Our work is intentionally designed to be cyclical, creating feedback loops where resources, opportunities, and benefits continue to flow through the community. Workforce development leads to jobs; jobs lead to investment; investment leads to more opportunity.

4. Sustainable

Finally, we ensure that programs, partnerships, and investments are built to last. Sustainability means strong infrastructure, clear strategy, and ongoing adaptability, ensuring that PBCDC’s impact remains rooted and resilient for generations to come.
